As with most things, I think that ought to be decided on an individual basis by the parents. I think arbitrary age limits are kind of silly, given that people obviously mature at different rates.

Agreed. I don't even set arbitrary age limits for things equally with my own children. They are all different, have different things they struggle with, etc.
